The Department of Agriculture-Philippine Rural Development Project (PRDP)-Global Environment Facility (GEF) has recognized Panaloytoyon Marine Protected Area in Quinapondan Bay as the 3rd Highest Scorer in Good Governance and Policy Implementation Category all over the Philippine Archipelago.

The Quinapondan Bay ranges up to 471 hectares of fishing ground and has two (2) fish sanctuaries, the Mantampok Fish Sanctuary and the Panaloytoyon Marine Protected Area.

The DA-PRDP-GEF has funded a three-story concrete guardhouse and watchtower at the Panaloytoyon Fish Sanctuary. The first ever concrete guardhouse to be funded by the said agency in the whole province of Eastern Samar. It is expected that by implementing strict policies in commercial fishing methods, there will be abundant fish catch and an oversupply of fish in the next 5 years in this municipality.
